09/05/08 A new cell was added to the Tax Billing
Screen called OPRA Frozen $.This works with the OPRA Frozen & OPRA Rehab
classifications only.
For a Frozen-OPRA, if a
user chooses, he will enter in the OPRA frozen taxable value, this will
basically "override" the taxable to the amount that is
entered. If the user doesn't enter anything, the system will
automatically check for zero value in this cell and use the existing
frozen taxable value.
For a rehab class, the user will
enter the frozen portion of the OPRA and the system will simply calculate the
rehabbed taxable value based on the taxable value of the improvement minus the
Frozen amount entered in Tax Billing (no land or pp values should be on
this parcel since they are assessed on the ad-valorem roll).

09/05/08 The area multiplier for Garage, Service Station, Food Booth
occupancy was incorrectly being applied. This has been fixed. This correction
will be for 2009 databases and beyond and using the 2003 w/2008 corrections
cost manual.

08/22/08 A
display change was made to the Assessing system so that a parcel that is in a
CFR/CFA property Class type
it does not display in the current year detail an Assessed or Taxable
value. By default these values do not get reported on any reports in the system
(Ad-valorem or Special Act). The change is simply a display change and does not
affect any totals in the system.

08/20/08 The
L-4047 report had a display bug on the report. The report was displaying the
CLASS CODE of the last class of property that the user was on within the
system. Report was updated so that the class code is displaying the code of the
class the L-4047 was run for within Program Management.

08/12/08 There
was a bug in the Assessing system for the fields (Mm1_TaxpayerCityState and
Mm1_PropertyCityState)when the Zip code was a 5-4 Zip code. The system was
truncating the last character on the report. The latest version has increased
the size of the field length for these fields but if there are any existing
reports that had these fields in them those fields will have to be deleted from
the report and then re-added.

08/06/08 Due
to some changes to the PRE for the Conditional Rescinds in late May some of the
Change Notice Forms were not reporting the PRE/MBT information correctly on
those forms (Change Notice Laser/Change Notice Leasehold and the Change Notice
Change In Taxes.) The lastest update has the appropriate changes to these forms
so the PRE/MBT/Qualified Ag and Qualified Forest are displaying correctly.

08/04/08 There
was a bug in the User Security section on the Program for users to view
ASSESSOR COMMENTS if those users were not ADMINISTRATOR users. The latest
update has the fix to this issue.

07/29/08 Fixed bug where sometimes
"Basement Units" would show "No Rates" for Multiple
Residences. Multiple Residences always
have rates for Basement Units.

07/16/08 The was a change to the 4017 when there was
zero sales for one year of the study the program was still using

ratio. We have been advised from the STC to “use only the one years result for
the ratio”.

of sales was excluding the land improvements.
This has been fixed.

07/03/08 A new User Security
option was added under the Access Category Setup Options. Equalization/Sale
Report setup was added to allow users access to that section of the program
without having access to the other Governmental Unit Options.

07/03/08 The Total Floor Area (T.F.A.) within the
residential buildings was not adding the square footages entered for lines 5
and 6 of the overhang section. This has been corrected.

06/24/08 A new field was
added to the Tax billing screen to allow users to easily identify those parcels
that are part of an NEZ district NEZ APPLIES. This field is also exported in
the Standard ASCII Export within the VALUES file.

06/12/08 A new
Classification has been added to the TAX BILLING INFO BUTTON. The option is
called NEZ-NEW-NONPRE. An update to Assessing AND Tax will have to be run in
order for this option to be available as well as tranfered to Tax.

06/12/08 The L-4047 1 year study report was
incorrectly displaying the dates for last years study. Latest update corrects
the date range to display as 10-07 THRU 3-08 and 4-08 THRU 9-08.

06/11/08 There is an option added
within the foundation pull down of the basic building area to add overhang.
This is used when the overhang is big enough that the user wants it to get the
heating adjustment applied to it.

06/05/08 There was a bug in the Standard ASCII IMPORT
option in that if the user was not importing the VALUES file and had the DON’T
IMPORT INACTIVE PARCELS option in the CHOOSE FIELDS TO IMPORT toggled on the
import was not importing/adding new parcels.

06/02/08 The L-4626 report had a limit of 11 School
Districts on the report so any municipality that had more than 11 School
Districts the report was not including those school district totals. The latest
version of the Assessing application now allows an unlimited number of school
districts on that report.

05/28/08 A new report option
was added to the Invalid Address Report under REPORTS/ASSESSING REPORTS/INVALID
ADDRESS REPORT. The new option allows the user to exclude those parcels that
have no property address #’s (typically Vacant parcels) from the report.

05/21/08 A bug was present
in the values import where records were not being inserted. This has been
corrected.

05/13/08 A new Special Acts
Classification was added in the Tax Billing Info Screen to identify IFT REHAB

05/12/08 The special population options of C/I/U in
the Choose Report Options were not working properly. Latest update corrects
this issue so that those Special Populations report properly for those parcels.

rather than March values. This has been corrected.

Whirlpools within the land improvements were using incorrect rates for the 2003

“Don’t show Sketch on PRD was added to the Miscellaneous screen. This allows sketch
a jpg to not be diplayed in the IS/PRD sites on an individual parcel basis.

04/29/08 The special
population of Ren Zone (Ad-Valorem) was incorrectly excluding the Tool/Die
Renaissance Zone parcels. The special population was correctly including the
partial Tool/Die Ren Zone parcels however. The latest Assessing update has the
fix for this option.

04/28/08 The L-4626 report
is now available in the Assessing reports. There is also a choice in the
“choose report options” to “write results to an Excel text file (CSV). By
checking that option it will create an excel file to email to the STC and it
puts it in the C:\Equalw folder.

04/28/08 Conditional
Rescission has been added to the PRE screen. The user will have to rescind the
current PRE and then file the Conditional Rescind Form and mark it in the
Ql.Ag/Frst/Mbt screen. The form is also available in the print menu.

04/25/08 In the Tax Billing
Info button a new Classification option was added IFT PERSONNAL ON COMMERCIAL
CLASS. This is to identify those commercial class parcels that are in an IFT
district.

04/25/08 The SPECIAL POPULATION Ren Zone (Ad-Valorem)
was incorrectly including the Special Act Ren Zone options. Latest update
corrects this issue.

04/18/08 A new toggle option was added to Program
Management/Gov Unit Options/DDA LDFA DISTRICTS. The option LEVIES MILLAGE was
added to identify those districts that Levy Millages. The new report L-4626
needs to be able to identify those districts that levy millage to report
properly on those districts.

03/20/08 There were some
reporting/calculation changes to the L-4022 TX report. This change will affect
the +/- TAXABLE ADJUSTMENT total column as well as the Headlee Addition column
on the L-4022 TX report. Versions prior to this change were not reporting the
correct Taxable Adjustment and Headlee Additions.

03/13/08 The MBOR DATE field was not importing
properly from the ASCII IMPORT function. All other fields including values are
being imported correctly. Updating to the latest version and re-running the
export/import will bring in the MBOR date properly.

03/10/08 In the Export/Import function for the TAX
BILLING SCREEN the % in District in the DDA/LDFA/Other Authorities was not
importing the % in District.

03/07/08 There was a display bug on the TAX BILLING
INFO button. If a user had populated the 3rd cell of the DDA/LDFA
option the Tax Billing Info button in the Parcel Edit screen was not displaying
the (D3) in that button. The (D1) and (D2) was displaying correctly just not
the 3rd cell.

03/05/08 There were several
calculation changes made to the L-4025 report. The report was incorrectly
reporting the School district totals for retired and split/combine parcels. The
latest update has all of the corrections for the L-4025 report.

03/03/08 When using the SPLIT/COMBINE TOOL and there
were multiple parent parcels involved in the Split/Combine the system was not correctly
listing all of the PARENT parcels within the LAND DIVISION INFO SCREEN. The
system did list all parent parcels involved in the Land Division Comments
screen however. Latest version lists all parent parcels involved in both areas
of the Land Division screen.

03/03/08 The Assessment Roll Certificate (IFT) report
was not including all of the parcels flagged as being in an IFT. There were
several new options added to the classification list in the Tax Billing Info
screen and these new options were not being included in that report. That
report will now include any parcel flagged in the tax billing info screen as an
IFT.

02/28/08 A couple of new
fields were added to the property Class report that is printed from
the Property Class Setup window in Program management. The new fields added to
the report are: 1) Exclude from
Equalization, 2) If excluded, enter TCV and 3) Act 415 use.

02/05/08 In the Tax Billing/Override SET rate cell
several options were removed from that list. The prior list had several WINTER
options that should not have been in the list since SET is only collected in
the Summer Tax season. The new list is as follows: This also changed the ASCII
Export from the Assessing application slightly. Any export run with this
version or later will have a VERSION of 2008 A in the header.

02/18/08 The L-4028 report
under Equalization Reports was incorrectly displaying the LOSSES. The total
LOSSES displayed for the entire County database was correct but the breakdown
for the Townships/Villages/Cities was not correct.

02/13/08 The latest update
that was distributed – the “February 2008 Update” – contains a program
bug that may effect your L-4022 AV Report.
This will need to be corrected before you submit your MBOR numbers to
your Equalization Department. The problem occurs in Municipalities that use an “Exempt
Class” for 2008. If you use the
“Taxable Status” field to manage your exempt properties no program update is
necessary. If you have properties that are going to exempt for 2008, and you
use an “Exempt Class” an update is necessary. The error occurs when printing
the L-4022 (AV) since the program fails to include the “Equalization
Loss.” The “Loss” amount properly shows
in the “2008 Calculation Detail,” however, the amount is not stated on the
L-4022. The problem is evident when you run the report since it will note a
cross-foot error since the total will not balance. Please note: the Loss is
properly reported on the L-4023. To correct this problem you will need to
install an update if your program version date is prior to February 13, 2008
and you have parcels going to exempt for 2008. Please download the latest
version from BS&A Software's website or call 517-641-8900 and ask for an
update to be mailed to you. The February mass update also had an issue in the MISC/STATS report
in reporting the SEV times PRE numbers. The new MBT parcels were not reporting
in the PRE/MBT totals. They were reporting correctly in the PRE times Taxable
section of the report.

02/05/08 A new option was
added to the system to allow those users that display their data on the web to
prevent certain sections pictures from displaying on the web. In Program
Management under Accessory Programs/Attachment Security. By toggling an option
in this section NO PICTURES within that section will display on the IS (web
service).

02/04/08 There were 2 new
choices added to the Tax Billing Info screen. The new fields are RZ-NEW NEZ and
RZ – Rehab NEZ.

01/29/08 A mass update was
mailed to all customers with several very important changes to the Assessing
system. One change from the STC that will NOT be in the Assessing system is in
the Personal Property section under Table L (Cellular Equipment Form 4452). The
STC added an additional year to the existing table. To add an additional year
to the table it would require a data conversion to all databases. Because of
the time of year this was not an option and therefore form 4452 does not match
the STC’s form for this Assessment year. Those users that have Cellular
Equipment (form 4452) and equipment is reported in the PRIOR line of that table
(the .04 depreciation) they will have to do a hand calculation on those and
override the value on that parcel.

01/29/08 A bug that allowed “no access” users access
to the Enable Disabled Fields in the previous years adjustment
windows has been corrected.

01/28/08 New STC required reports, the March Board of
Review Action Report and March Board of Review Log are now available. However,
because Equalizer only tracks March to March class changes, the Report of
Classification Changes to Industrial Personal will have to filled out manually
by the assessor.

01/25/08 There was a bug in
the pricing/rate for Metal Bins in the Agricultural Building section. The
calculation for the bushels was wrong. To calculate the amount of bushels is as
follows: 1 bushel equals 1.2445 cubic feet so you calculate the cubic feet of
the structure and then divide by 1.2445. The calculation divides by 3 (as in 1
bushel equals 3 cubic feet). The system
was multiplying by 3 instead of dividing causing an incorrect rate/amount of
bushels.

01/23/08 There was a bug in the Import process when
importing the Current values and a partial transfer had taken place. The import
was incorrectly importing the cap value and when a partial transfer had taken
place the Taxable value was not matching the taxable from the data of the
export. This update corrects that import issue.

01/21/08 A change was made to the EXPORT/STANDARD
CHANGE NOTICE EXPORT. The field for Qualified Ag which used to export a Y or N
is now a numeric export of 0,1,2,3 or 4. The Change Notice file layouts have
also been updated to reflect this change.

from the STC on the form L-4046 have been added to the Assessing System.

01/16/08 Any Change notice
(change in taxes) form will not correctly calculate “change in taxes” for
commercial and
industrial personal
property. This is a result of the Michigan Business Tax Exemption. BSA
recommends printing
the normal change
notice for these properties.

01/15/08 The system will now correctly run a
Countywide L-4018 report. When running the L-4018 for the entire county totals
the special population needs to be Ad-Valorem parcels and within the CHOOSE
REPORT OPTIONS button the user must toggle the option GENERATE ENTIRE COUNTY
TOTALS as well as the Pull Values from set to PREVIOUS YEAR.

01/14/08 When running an L-4018, the system would
generate and error for each parcel stating that the Gov. Unit was not found in
Gov. Unit List. This has been fixed.

01/11/08 There was a change to the system in the PRE
section of the program. If a user sets the Qual.Ag/Forest option to Qual.Fr.
the system will set the Exemption % to 100% and not allow any other percent
other than 100%. Qualified Forest exemptions cannot have partial percentages
only 100%.

01/03/08 The latest changes
from the STC on the L-4400 (Assessment Change Notice) have been updated in the
system. This includes the Change Notice (Change in Taxes, Change Notice Laser,
Change Notice Leasehold and Change Notice Self Mailer forms.)

01/02/08 2 new fields have
been added to the Standard Change Notice Export under FILE/EXPORT DATA. The 2
new fields added to the export are Current Class Description and Previous Class
Description. The fields were added to the end of the export and both are 25
characters long.

01/02/08 There was a bug in the system when trying to
print a personal property statement for certain personal property parcels. For
certain parcels the system would only print a BLANK page instead of the actual
Personal Property statement. These parcels have some “junk” statements on them
that need to be removed. If you have a good backup of the database download the
latest update and then run the Utility/Support Utilities/Remove Widowed Records
utility. This utility will automatically look for and remove these “junk”
personal property records.

12/10/07 Due to Bulletin 7 of
2007 both Commercial Personal and Industrial Personal property classes will now
be treated with the “homestead” group that receives full or partial “principal
residence” or ”qualified agricultural” exemption. Both Commercial personal
property and industrial personal property taxable values will no longer be
reported in the “non homestead” group but will be included in the “homestead
group”.
12/05/07 There was a bug in the printout of the
L-4031 form for prior year adjustments not printing the Comments on the form.
This was only an issue when entering an adjustment for the 3rd or 4th
years (In a 2008 database entering an adjustment in the years 2006 or 2005.) If
the user entered the comment and escaped out of the Detail screen and then went
back in to print the L-4031 the comment did then print. This bug has been
resolved.

12/04/07 The special population of C/I/U w/o REZ was
including the REZ’s. This has been fixed.

11/28/07 There was a bug in
the Perimeter Multipliers in the Commercial Building section for STORES,
RETAIL. The system was not pulling the correct multipliers for the STORE,
RETAIL Calculator Occupancy. This correction was made for 2008 databases and
beyond.

11/27/07 There was a bug in the program for a short
period of time where if indexed on ECF Table, it would not display the correct
neighborhood description with it. It would also change your neighborhood
description to match the code.

Statement is now available and in the Assessing system.

11/20/07 The new CELL TOWER

11/19/07 There was a bug in the ASCII EXPORT within
the SALES file. The OTHER PARCELS IN SALE were not getting exported/imported.

10/31/07 There was a change to the reporting aspect
of the Assessing system. Previously any report run for ALL RECORDS/AD-VALOREM
PARCELS at the end of the report would ask the user YOU HAVE JUST RECALCULATED
THE ENTIRE DATABASE DO YOU WANT TO SAVE TOTALS? The system will no longer
prompt the user this message. When a report is run for ALL RECORDS/AD-VALOREM
parcels the system will now automatically save those totals to Program
Management.

10/30/07 On the L-4047, the Line 3 Adjustment
modifier was rounding incorrectly. This has been fixed.

10/23/07 There was a bug in
ZONING display within the Parcel Edit screen. The system was incorrectly
displaying a zoning in the OTHER ZONING 1-4 cells when there should have only
been a PRIMARY ZONING entered.

10/23/07 Due to user request
a new option was added to the MISC button within the Parcel Edit screen. For
the PRD or Internet display service a new option of DON’T SHOW NAME ON PRD was
added. This option will still display the Address information of the parcel but
no name information.

Foreclosure was add into the system. Initially page 3 of this form was not on

10/03/07 A bug in the realestate summary, printed the

09/24/07 New special
populations within the BOR/ADJ export to Tax have been added. This change was
made to allow for recent PRE Treasury Audit corrections.

09/21/07 There was a bug in the assessing system when
trying to DELETE a building from a parcel. When trying to delete a building the
system would kick the user out of the system with no error messages and would
not delete the building.

mode. You now have a choice of which sketch you want to view.

09/17/07 There was a bug in the L-4015 report in the
CHOOSE REPORT OPTIONS section. The option that allows a user to run the report
on a database that was not yet rolled over was not working. The user would switch
the setting and the system would set it back to the ROLLED OVER DATABASE
OPTION.

09/17/07 A new Report Option
was added to any custom report added by a user in the Report Writer under the
Choose Report Options. A toggle called DON’T PRINT DUPLICATE OWNER NAMES was
added to allow the user to exclude EXACT Owner NAMES from printing multiple
times on the report. The database needs to be indexed on OWNER NAME or the
report will have to be SORTED by NAME OR ZIP CODE/NAME.

09/14/07 There was a reporting bug in the
REPORT/EQUALIZATION REPORTS/SCHOOL DISTRICT REPORT. The report was not
correctly reporting the PRE/NON-PRE totals when a parcel in a municipality had
a PREVIOUS SCHOOL DISTRICT. If there were no School District changes in a
municipality the report was calculating correctly.

09/13/07 There was a
reporting bug for the PRE/NON PRE totals for Land Bank properties. On the
Misc/Stats report the system was incorrectly reporting the PRE/NON PRE totals
for these parcels.

09/12/07 There was a pricing
bug in the Commercial/Industrial building section for the Calculator Occupancy
Hospital, Surgical Centers. The issue was in the Sprinkler pricing section. If
a square footage was entered say 50,000 it was pricing out lower than a square
footage entered of 42,000. The issue has been resolved in the Sept 12 version.

There was a bug
in the program for only about a week that made the calculations for the 4047
from the 4015 incorrect. The program was putting an adjustment modifier on the
current year sales instead of last year sales. This has been corrected.

08/28/07 The LAND BANK SALE BROWNFIELDS were
incorrectly being reported in the SPECIAL ACT TOTALS. As long as the option in
the TAX BILLING INFO of MAKE AD-VALOREM is toggled AND an EXPIRATION DATE is
entered the system will only include the LAND BANK SALE BROWNFIELDS in the
AD-VALOREM totals.

08/27/07 The new form by the STC for Real Property
Statement-Financial Institution-Previously Foreclosed Property has
been added to
the system. Under Reports/Sale Reports there is a new option called RPS
Foreclosure.

08/21/07
There
was a calculation error in the Commercial/Industrial building section of the
system. This issue could affect the pricing in the Basement section. Below is a
list of the Basement options listing the “old” or incorrect list and then the
“new” or corrected list in the commercial/industrial building section of the
system. The old list for C/I Basements was:

Because the program only stores the position, some users will have
selected the wrong choice for basement finish. Users will have to review

the parcels that were effected.

08/21/07 The system now reflects the appropriate
changes to the L-4015 and the L-4047 reports due to Bulletin number 5 from the
STC on doing 1 year sales studies. One-year studies were previously based on a
calendar year and are now Sales occurring between October 1 of the
previous year through September 30 prior to tax day.

08/10/07 There was a bug in the SPLIT/COMBINE TOOL.
In the Split/Combine options when the user had toggled the option PUT SPLIT
INFORMATION INTO CHILD LEGALS the tool was bringing over that info plus the
Legal Description from the parent parcel.

the CPP shallow rates. The program was not deducting for having a foundation

08/09/07 The ASCII FILE LAYOUTS document has been
updated in the system under HELP/OTHER DOCUMENTATION/ASCII FILE LAYOUTS. The
new fields added to track those parcels exempted from the SET Tax changed the
layouts.

08/08/07 Due to user request
a new field has been added to the system under the TAX BILLING INFO area called
OVERRIDE SET RATE. This is a list field with the options of No Override, Set to
0 Mills, and Set to 3 Mills. This allows the user to track these parcels that
are either completely exempt from the SET or partially exempt for the SET Tax.
By setting this field on those parcels this information is now included in the
ASCII EXPORT and can be IMPORTED into the Tax system to track these.

field within the PRE screen is now a list field with the options Qual. Ag
(Qualified Ag), Qual. Fr (Qualified Forrest) or a BLANK option. This field was
previously a toggle field for only Qualified Ag.

when running the L-4015 for a QUERY in a COUNTY database as it was not

06/26/07 There was a display bug in the Assessing app
under LAND IMPROVEMENTS/FENCING/WALLS/RETAINING WALLS. When a user had toggled
in Program Management/User Preferences I PREFER TO ENTER THE DIMENSIONS OF AN
AREA. The system was not displaying the correct area for the LENTGH/WIDTH that
was entered.

06/20/07 The L-4031 printout was not printing the
difference correctly when a PRE change was made for the 4th year.
For example if a 2004 PRE was adjusted in a 2008 database and the Original PRE
was 0 % and it was adjusted to 100% the difference was showing a – 100% change.

bug in the Commercial/Industrial Building section. For the Office Building
Occupancy under the BASEMENT section for STORAGE the system was incorrectly
adjusting for NO HEAT (-7.70) when NO HEAT for storage should have no

06/05/07 The change on 05/30/07 on how the system
handles the data entry for LAND BANK PARCELS has been removed or switched back
to how it previously worked. The logic that tests for the existence of an
expiration date and also the logic that sets the value of the LAND BANK OPTION
field was put back in.

05/24/07 There was a bug in the rollover process in
that the toggle switch in the LAND DIV. INFO button the COURTESY SPLIT toggle
was not being removed after the rollover. Latest update will correct this issue
for future rollovers. For those users that use this function this toggle can be
removed in mass for all the parcels in the rolled over database by using the
Set Database fields utility.

05/14/07 There was an Apex
integration bug that was in the program from 5/11/07 through 5/18/07. It did
not allow the user to access apex. If you have a version date between there and
are having problems, update to the latest version and it will take care of the
issue.

05/10/07 There was a bug in
the program that effected the cost of commercial buildings that had elevators
on them. There was a square foot cost added to the elevator adjustment that
should have been in the base cost. This was only in the program since May 1st.
This would not have affected anything priced out for the 2007 assessment roll.

Calculations Worksheet is now available to all users regardless of having an

changed back. All sales print on the record card.

05/09/07 A change has been made to how PRE
information is imported into the Assessing system. Previously when importing
PRE information into a database the import would bring in all PRE information
for CURRENT year and PREVIOUS. The system now gives the user the option to
import Current/Previous/Adjustments PRE information. If the PRE information is
toggled and the Current Values only is toggled only CURRENT PRE information
will be imported. If the PRE information option is toggled and Previous Values
is toggled only Previous May 1 PRE info will be imported. If PRE information is
toggled but no time period is selected (Current/Previous) the user will get the
following message:

for ZONING. This field is also EXPORTED/IMPORTED in the Standard ASCII

issue in Leasehold Impr. schedule and the H, I, J and K schedules from
the Cable and Utility sections. The rollover was neglecting to push down the year above the PRIOR
field in these sections. The update corrects this issue but if a database had
already been rolled over the user will have to re-run the rollover or manually
correct these in the 2008 Personal Property Statements.

when trying to export the EXTRA ADDRESS file. The user would get a segment
violation and get kicked out of the Assessing system.
