CHANGES TO THE ASSESSING APP AFTER THE 2003 STC COST TABLES UPDATE

 

12/07/11    There was an issue with the Permit Import and using the OR option to import Issued OR Finaled Permits. The system was not importing all of the Finaled Permits in some cases. Latest update fixes that issue.

12/02/11    The up to date 2012 Personal Property Statement and Personal Property Statement (Page 1) in the Pervasive Assessing Application have been updated.

11/29/11    In the Sales Search Analysis portion of the application specifically the ESTIMATE VALUE area the FLOOR AREA was not printing for the Comparable parcels. Latest version has the issue fixed.

10/27/11    Due to the bulletin for PA 340 Sale (Habitat for Humanity)there have been some changes to the Assessing system to handle these sales. You will still add the sale to the appropriate parcel and place 100% in the % Transferred and flag the option under the Other Parcels in Sale as PA 340.

            Next go into the Current Year Detail screen and place a check in the Override Assessed Value cell and half the amount of the Sale Price in the Value cell. Finally be sure to toggle the new cell Remove Overrides at Next Rollover cell.

10/11/11    There was a bug when trying to run a report or printout for Personal Property parcels. If the parcel was not assigned to an ECF or a Land Table the system would give the user an error saying that the ECF or LAND TABLE could not be found. Latest version corrects this issue.

10/06/11    There was a small change to a text field within the Tax Billing Screen. The text was changed include Water Exemptions. This is purely an informational cell but now id used to identify both Air and Water Pollution Exemptions being filed.

09/08/11    In the Commercial/Industrial Building section there was a correction to Banks-Branch occupancy type for C/D/S Classed buildings.

Previously for the Basement section there were no rates for the STORAGE BASEMENT option. Going forward any database from the year 2012 and beyond those rates are now in the system.

07/25/11    There was a bug in the ASCII EXPORT for the Sales file. If a Sale had another parcel in sale specified the system was not exporting the correct sale information for the sale after that sale. Latest update fixes this issue.

07/13/11    There has been some MTT forms added to the program. All four Stipulation Forms (Property Assessment,

            MCL 211.53a, PRE, Special Assessment). Also a pretty generic MTT Answer Form that can be used to add

            a new form based on this one and customized to your needs.

06/29/11    A new Tax Billing Classification was added to the Tax Billing Screen called 'RZ-Rehab AdVal (frozen).

06/16/11    There was a bug in when trying to run a GENERIC DATA EXPORT. It caused the system to lock up. Latest update fixes this issue.

05/06/11    The Industrial Real and Personal Property reports have been updated to the 4-11 version.

05/02/11    Per the STC letter dated April 25th of 2011 regarding reporting of Industrial Real/Personal property we have slightly changed the Industrial  Real Property Report. Previously in this report under the heading Describe Type Of Business the system pulled the Occupancy of the Commercial/Industrial Building on the parcel. The STC has asked that the report pull from the Desc. Of Building/Section cell of the Commercial/Industrial Building section of the program. Latest update has this change.

04/19/11    This update contains the appropriate changes to make the system compatible with the latest version of the Apex sketching software (Apex Sketch v5 Pro-Assessor.) After updating in Program Management/Accessory Programs/Select Sketch System Options there is a new option for the Apex Sketch v5 Pro.

04/18/11    There was a calculation bug in the reporting in the change made on 4/13/2010. The change for the Sr Ctzn/Dis Fam Hsg-PILT properties and how they are reported on the L-4025 was supposed to only effect the L-4025/L-4028 and L-4034 reports and it was effecting all reports in the system. Latest update corrects this issue.

04/13/11    Those parcels flagged in the Tax Billing Screen as Sr Ctzn/Dis Fam Hsg-PILT 2008/2009/2010/2011 were incorrectly reporting Taxable Value on the L-4025 report. The Sr Ctzn/Dis Fam Hsg-PILT 2011 option should have reported on the L-4025 report by reporting the prior year value but not the Current year Taxable. The other Sr Ctzn/Dis Fam Hsg-PILT 2008/2009/2010 options should not have reported at all on the L-4025 report. Latest version corrects how the Sr Ctzn/Dis Fam Hsg-PILT 2008/2009/2010/2011 report on the L-4025 Report.

04/13/11    In the Commercial/Industrial Building section of the system for the Calculator Occupancy Type of Motel – Extended Stay the system was not calculating the Perimeter Multiplier correctly. Due to the time of year this correction has been made but will only take effect in a rolled over 2012 database.

03/01/11    In the reporting if a user selected the Special population of REN. ZONE (AD-VALOREM) the system was not reporting the Current Values. It was reporting the PRIOR values then no current values for those parcels. If the Special Population was AD-VALOREM the system was correctly reporting the REN ZONE PARCELS. Latest version corrects this so that the Special Population of REN. ZONE (AD-VALOREM) reports correctly.

1/28/11     The new L-4037 report was not displaying the new Certification level changes correctly (MCAO/MAAO/MMAO) latest version corrects this on that form.

01/18/11    Made a change to the system how it handles/reports DDA parcels that are partially in a district. Previously the system would apply the % in District to the Taxable value and the BASE VALUE and report it that way. So if a parcel had a Taxable value of 100,000 and a base value of 10,000 and the % in district was 25% the system would report the Taxable as 25,000 and the base value as 2,500. Now the % in District only gets applied to the Capture amount.

01/13/11    The Assessment Change Notice has been revised to the latest STC version (1-11)

12/14/10    There was a bug in the Pervasive program for version dates 11-29 thru 10-07 that would cause land values to drastically increase IF there was a re-index run on the EQ.PARCEL.DAT. If you are on one of those version dates it is recommended you update to the latest version so you will not run into this problem.

1/29/10     Per the STC…. “It has been brought to the attention of the State Tax Commission that the 2011 Personal Property Statement, Form L-4175 (Treasury Form 632), as previously posted on the Michigan Department of Treasury website, contains a typographical error.  The 2009 original cost valuation multiplier shown in Section D, on Page 2 of the Statement, should be .64, but is mistakenly shown as .65.  The Commission did not intend to change this multiplier from the multiplier which was recommended in previous assessment years.

 

Assessor's and Equalization Director's are asked to notify their form providers of the error and to request a correction before printing.  It is not necessary to reprint forms that have already been completed, but those processing personal property statements are asked to adopt the correct multiplier when processing Personal Property Statements using the State Tax Commission recommended valuation procedures.”

 

As of the 11/29/2010 version the corrected form is available in the Assessing Application.

11/18/10    3 New options have been added to the Tax Billing Section of the program. These options are for the Senior Citizen Disabled Housing. Sr Ctzn/Dis Fam Hsg-Pilt 2009 thru 2011 Rates. For Assessing purposes these options will all work/report the same but in Tax this allows the Tax system to apply the correct Millage Rates for each option.

10/21/10    Within the Tax Billing screen there has been a slight change to the name of one of the Categories. CFT REHAB  is now named CFT REHAB PA 210 of 2005.

10/12/10    There was a recent bug where if the user was trying to set or take off the USE NETWORK DIRECTORY option it would crash the system. Latest        version has the fix.

10/08/10    There were a couple of changes to the export that was recently added to the system for the Assessing Officer Report (Industrial Facilities Tax Roll)that is due on October 15th each year. The file name/format needed to be changed to allow the file to be uploaded to the STC website.

09/29/10        There were a couple of changes to the newly added IFT EXPORT for the Assessing Officer Report (Industrial Facilities Tax Roll) that is due on October 15th each year. Under File/Export Data/IFT EXPORT TO STC. The system now will only allow the Export to be run from a rolled over database. The export will export and report the PRIOR year final values.

09/24/10    A new Special Act Classification was added to the list within the Tax Billing portion of the Assessing application. This is to address PA227 of 2008.

09/08/10    There was some dates on the L-4015 that were incorrect by the totals. The sales were all in the correct time frames but the dates for the totals were incorrect. This is now fixed.

08/19/10    Parcels that were flagged as OPRA-FROZEN in the Tax Billing screen were not correctly freezing the CURRENT YEAR TAXABLE value. Latest version corrects this issue. This calculation change will only affect 2011 databases and beyond.

07/27/10    A display was changed for those personal property parcels that are assigned to the Tax Billing Info Classification of Sr. Citizen/Disabled Fam Hsg-PILT. In the PRE screen these parcels assigned to this Tax Billing info Classification will still get the PRE applied but the Ql Ag/Frst/MBT cell will be cleared out instead of being set to MBT Commercial or MBT Industrial.

07/13/10    There was a display bug on the July 12th 2010 version. There were a couple list fields that were getting cut off and no longer displaying properly. The Permit Category lists and DDA lists for example were affected. Installing the latest version will correct this display issue.

07/01/10    A new L-4035A report specifically for those Prior Year ADJUSTMENTS was created and added to the system. In the Prior year DETAL adjustment button under the PRINT button the user now has the ability to print an L-4035A for thae Taxable value change.

07/01/10    There were 2 new Special Population Options added to the Assessing system for Reports/Printouts and In the ASCII Export section of the Program. The new options are for the Senior Citizen/Disabled Family Housing (211.7d) properties. These options will allow the user to exclude those properties from the Ad-Valorem totals or only include just those properties.

06/25/10    A new field was added to the Tax Billing Screen of the Assessing system to handle those Land Bank Classifications that are expiring. There is now a PREVIOUS Classification field that gets populated during the rollover process from the Classification that was set in the prior database. This field is in the ASCII Export as well so the Tax system gets populated properly with what the Classification was prior to the rollover.

06/25/10    A change was made to the system in the Tax Billing Screen. If a user has something in the option LAND BANK OPTIONS cell the MAKE AD-VALOREM toggle will not be able to be toggled on.

05/19/10    There was a change to the L-4028 report. In some rare cases with parcels being zeroed out at the MBOR it was causing the L-4028 report to NOT balance with the L-4025 report. Latest version has this correction.

05/12/10    The STC 2010 Industrial Real and Personal Property Reports have been updated to reflect the latest changes from the State Tax Commission. The original change to these report on May 3rd was pulling the Current Taxable on the Real Report and Previous on the Personal Report. Both reports have been updated and now pull the Current Taxable so they are designed to be run from the 2010 database.

04/29/10    There were still a couple of calculation problems with the L-4028 report to allow for the Base Rate Tax Fraction (BTRF) for Truth in Taxation to exceed 1.0000. The system was also incorrectly allowing the MRF and truth in Assessing and Truth in Equalization calculation to exceed 1.0000 and that was incorrect. Latest update corrects this issue so now the only the BTRF can exceed 1.0000.

04/20/10    A calculation change was made to the L-4028 report to allow for the Base Rate Tax Fraction (BTRF) for Truth in Taxation to exceed 1.0000.

04/15/10    A change was made to the Index PREVIOUS CLASS and how the index works for a database with multiple Gov Units (specifically County databases.) Previously if a user indexed on the Previous Class the system would index by previous class for each Gov Unit. The system now simply indexes by Previous Class only regardless of the Gov Unit. In order for this index to work properly the user is going to have to re-index the Eqparcel.Dat file after this update.

04/19/10    The 04/15/2010 version of the Assessing system had a calculation bug in it that affected the commercial buildings. The system was incorrectly pulling the INDUSTRIAL ECF instead of the Commercial ECF that was setup. The 04/19/2010 version has the fix for this issue.

04/12/10    In the Misc/Stats report in the CFT/IFT/Rehab totals section the system was not including the Opra Frozen .5 Rate and the Opra Rehab .5 Rate. Any parcels in these classifications will now be included in the Frozen/Rehab section. NEZ .625/.75.825 were also not being included in this section of the Misc/Stats report. These classifications will now be included in the NEZ section totals of the report.

03/18/10    There was a bug with section H (Assessable Tooling) that was doubling the value. This has been fixed.

03/10/10    A display issue was found on the valuation statement for personal property where Total Cost new for the statement including twice the Section G Total Cost. This again, was a display issue and had no effect on

the assessed and capped value calculations.

02/25/10    If a user was trying to QUERY on the field Par_TaxInfoCFTIFT the Sr. Citizen/Disabled Fam Hsg - PILT field was not listed. Latest version has this corrected.

02/18/10    There was an issue with printing Change Notices and the Report Option Exclude Exempt parcels. If the user toggled this option those parcels were still being printed if the PRINT option was set to ALL PARCELS. Latest update has the fix.

02/11/10    There was a fix to the Possible Calc Problem report where the report wasn’t correctly pulling in those parcels that had a DNR-PILT classification in one database but not the other.

02/10/10    There was a change to how the system handles the Tax Billing Classification for REHAB AD-VALOREM RATES (FROZEN). On 02/03/10 there were several FROZEN classifications in Tax Billing that were changed. The REHAB AD-VALOREM (FROZEN)works similar to how the new Classification for Senior Citizen/Disabled Fam Hsg-Pilt. Any parcel in the classification will allow an Assessed value to be lower than the Frozen Taxable value for 2010 and beyond.

02/03/10    Due to the recent Memo Regarding Senior Citizen & Disabled Housing Properties dated February 3rd, 2010 any parcel identified in the Tax Billing Section of the system as a Senior Citizen/Disabled Fam Hsg-Pilt will by default have a 100% PRE applied to the parcel.

02/03/10    There was a calculation change made to how the system handles NEZ FROZEN classifications. The change works similar to how the new Classification for Senior Citizen/Disabled Fam Hsg-Pilt. Any parcel in the classifications listed below will allow an Assessed value to be lower than the Frozen Taxable value for a parcel.

 

            NEZ REHAB, RZ-REHAB NEZ, RZ-REHAB NEZ 25%, RZ-REHAB NEZ 50%, RZ-REHAB NEZ 75%, CFT-Rehab-PA 210 of 2005,

            RZ-Rehab IFT within Ren Zone, RZ-25%Rehab IFT, RZ-50%Rehab IFT, RZ-25%Rehab IFT, IFT Rehab.

01/22/10    There was a bug in the SET Data Fields Tool when LISTED on the SALE file. If the Index was on the same field the user was trying to set and the population was BLOCK the set field was setting fields on parcels NOT in that block.

01/04/10    Just a reminder to users that the Consumer Price Index (CPI) for use in the 2010 Assessment Roll is .997. This needs to be entered into the Program Management Screen/Governmental Unit Options/Global Calculation Options as a -.30 in the C.P.I. % cell. If entered correctly it will display as a –0.30. If the C.P.I. is not entered correctly an error will display on the Possible Calc Problem report.

01/04/10    There were several Tax Billing Classifications that were not correctly freezing the Taxable value. A

change was made to the system for the following Classifications under Tax Billing so that the 2010 Taxable value is FROZEN at the prior 2009 Taxable value (RZ-OPRA Frozen, RZ OPRA FROZEN ½ RATE, RZ-REHAB NEZ, RZ-REHAB NEZ 25%, RZ-REHAB NEZ 50% and RZ-REHAB NEZ 75%.)

12/14/09    For 2010 databases and beyond we made a change to the “lookup” for the County Multipliers for Log Homes. Prior to this change the system was using the Residential Brick County Multiplier instead of the Residential Frame. This may cause some pricing changes as a few buildings will get a different county multiplier.

10/29/09    There was a fix to the Owner Name Address section of the program specifically with entering OUT OF COUNTRY

            address information. If the user entered 6 XXXXXX in the field instead of the 5 XXXXX or the 5 plus 4 format

            XXXXX-XXXX the Out of Country address information entered was not pulling into reports/printouts correctly.

10/08/09    At the STC’s request there have been some display changes to the L-4017 report when there are not sufficient sales for a particular time period of the study.

10/01/09    There were a couple of issues with the CONDITIONAL PRE calculations. The first was those Conditional PRE’s were not getting removed properly after the database was rolled over. The second issue was the new PRE entries for 2010 were not going into the system correctly. After entering a new 2010 Conditional PRE the system was showing a 0 for the current PRE.

08/25/09    There was a bug in the QUICK BLOCK option when listed on the SALE file for certain Indexes. The system was not setting the block properly for the Quick Block. Latest version has the fix.

08/14/09    There was a bug in the dates that were displaying on the L-4015 report in the Sales Report. Latest update corrects this issue.

08/14/09    There was a display Bug when indexed on the Land/ECF table when the database was setup to use the LAND/ECF Tables databases wide (County Databases.)The index was not displaying the correct description for the Land/ECF Table. Latest update corrects this display issue.

07/24/09    There was a reporting issue for those parcels that were flagged in the Tax Billing section of the Program as Loss to Ad-Valorem New to Special. The system was reporting the Prior Value as Ad-Valorem and showing a Loss on the Ad-Valorem roll but was not including the current value and as New on the Special Act totals. Latest version corrects this issue but only for 2010 database and beyond.

07/21/09    There was abug in the ASCII Import where the system was importing the TRANSFERS from the Values file even though that option was not toggled. This issue only happened when the user was importing PREVIOUS/ADJUSTMENT values.

06/19/09    A calculation change has been made to the Assessing system that will effect how the system applies the MBT to IFT-REHAB parcels. Any parcel that is in that classification within the TAX BILLING screen will NOT have the MBT exemption applied. This includes the following Classifications: IFT REHAB, RZ – REHABIFT within RenZone, RZ-25% RehabIFT, RZ-50% RehabIFT, RZ-75% RehabIFT.

05/29/09    A new CLASS TYPE has been added to the Assessing system. The class type is REF PERMANENT. This class type will behave exactly like the Ref Real/BLL class however any parcel in this class type will NOT be INACTIVATED during a rollover if the user has that option selected in the roll-over options to MAKE REFERENCE PARCELS INACTIVATE.

05/29/09    A change has been made to Industrial Personal/Special Personal Class types that are in a classification in the Tax Billing screen of IFT REHAB. For 2010 databases going forward these parcels will NOT get the MBT exmption. The system by default when this classification is selected and the parcel is in a Industrial Personal/Special Personal class type will NOT allow an MBT on that parcel. (Public Act 39 of 2007.)

05/13/09    A change has been made to the application for certain parcels and the MBT calculations. For any parcel that has a classification in the TAX BILLING screen of Industrial Personal on a Commercial Class the system now gives the user the option to remove the MBT in the PRE section of the system. If that classification is selected the user now has the option to clear out the MBT flag and % on those parcels only. All other parcels classified as Commercial Personal/Industrial Personal or Special Personal will automatically receive the MBT exemption.

04/24/09    There was a bug in the Assessing app for any of the Previous Years DETAIL screens and entering an ADJUSTMENT in the system. There were several fields that were not accessible to the user such as the DATE/PETITION/DOCKET#/RSN FOR CHANGE/ASSESSED/SEV/CAPPED and so on. Latest update corrects this issue.

04/14/09    There was a bug in the program for calculating all residential rates. This was ONLY if you have a version date of 04-13-09 or 04-14-09. It is easily recognizable looking at the plumbing rates. They will have large negative values.

01/26/09    There was a bug in the Printout Change Notice (Self Mailer) form. For those parcels that had the 100% exemption the form was always placing that % in the % Exempt as Principal Residence Exemption cell regardless if the exemption was due to Qualified Ag/Qualified Forest/MBT Industrial/MBT Commercial. Latest version places the % exempt into the appropriate cells instead of always placing it in the % Exempt as Principal Residence Exemption.

01/23/09    A new feature was added to identify those Personal Property statements that have been filed in the current year. The system has always displayed NO FILE above the Current year Detail for those Statements with a STATUS of Statement Not Received. The system will now Display FILED for a status of Statement Received, Estimated for a Status of Statement Estimated, Filed Late for a Status of Statement Received Late, Changed By Aud for a Status of Stmnt Changed by Audit, E-Filed for a Status of Statement E Filed and E-Filed Revwd for a Status of Efiled PPS Reviewed.

01/23/09    There was a bug in the Land portion of the program specifically the NET ACRES FOR ANALYSIS. If a user had entered an acreage in the NET ACRES FOR ANALYSIS that was different than the Total ACREAGE entered in the system the program was not holding that acreage. The system was setting the NET ACRES FOR ANALYSIS back to the TOTAL ACREAGE entered. Latest version corrects this issue.

01/22/09    A change was made to the Assessing Report/Un-Reported Move-ins List. The report will report any un-reported Move-ins for those current year statements that have the Status set to Statement Received, Statement Received Late and E-Filed PPS Reviewed. Current year statements that have the Status set to any of the other options will be excluded from this report. Previously this report included all status types on the report.

01/22/09    The latest changes from the STC have been made to the Change Notice (Laser), Change Notice (Change in Taxes), and the Change Notice (Leasehold). *Reminder that those municipalities that do not use our canned Change Notices listed above because they create their own will have to edit those notices or create new ones based off of our canned notices.

01/21/09    Yesterdays version of the system with the changes to the Personal Property calcs on statements that were estimated had several calculation problems. The system was not calculating an Assessed value on any 2009 Personal Property statements. The 01/21/2009 version addresses all of these issues.

01/20/09    After some discussion on how the system calculated Personal Property statements that the STATUS was set to STATEMENT ESTIMATED in the Current or Preceeding year we have made some changes to the calculations of NEW/ADDITIONS/LOSS/LOSSES. Previously the system would infer “Move Ins” and Move Outs by comparing the current 2009 statement that had the Status set to Statement Estimated to the prior year statement. STC rules state "In instances where the assessment was estimated in the preceeding year, in the current year, or in both years, ALL net changes are deemed to be either Headlee adds/losses and Equalization New or Loss." (page 13 of equalization handbook.)

01/19/09    There was a bug in the COPY User Security function of the system when adding a new database. The system prompts the user if they would like to Copy the User Security settings from another database. The copy was not correctly copying the security settings to the new database. Latest version has the fix.

01/14/09    Previously, when user security restricted a user from accessing the Audit List, the user was able to view a parcel’s individual audit list. This has been fixed.

01/12/09    There was a bug in the Assessing app for OPRA REHAB parcels. If the user had the parcel assigned to OPRA REHAB in Tax Billing screen and they also had an amount entered in the OPRA FROZEN $ cell the system was incorrectly deducting that frozen amount entered from the current Cap/Taxable Value and it should have only deducted the OPRA FROZEN $ from the current ASSESSED VALUE.

12/30/08    A bug existed on parcels going to exempt. If, an exempt parcel had a taxable/sev ratio and the 2003 cost tables with 2008 corrections are used, the system would apply the ratio to the losses. This resulted in incorrect reporting of losses on reports. This has been fixed.

12/30/08    A calculation change was made to the L-4023 report and also Program Management for entering Equalization Factors into the system. Per the STC the L-4023 computed factor should only be carried out to 5 decimal places and always round up the last digit. This change has been made to that report and also in Program Management/Equalization/Sale Report setup/Equalization Factors Current and Previous Years only allows for entry of 5 decimal places.

12/19/08    DNR Property, Bulletin 15 of 2005 states that DNR PILT properties are to have the lesser of 5% or CPI (4.4%) added to the taxable value for the 2009 assessment roll. The program will automatically do this for parcels labeled as DNR PILT.

11/20/08    A new option was added to the Tax Billing screen in the Assessing System. The new field is called Conservation District. This is the first time that the State of Michigan has legislation that states CFR parcels that have a conservation easement now use a different rate they are charged $1.05 an acre not $1.20. This information is part of the ASCII export so that the Tax system can bill these accordingly.

10/30/08    A new Report was added under Assessing Reports called DDA/LDFA (Current Year) which will list on a parcel by parcel basis the DDA/LDFA info such as base value/captured value and Current Year values. 10/29/08    There was a bug in the Set Database field Tool when setting the Comments for larger groups of parcels. The tool was placing several spaces between the new comment and any existing comments. This only showed up when setting larger groups of parcels because the problem got progressively worse for each parcel it was setting the tool was adding an additional space.

10/23/08    There was a display bug in the Assessing system for the L-4017 and L-4047 reports. If the user happened to be sitting on an INACTIVE parcel in the Parcel List screen and then went into Program Management to run the L-4017 or L-4047 report the system would only bring up a blank page. This would only happen again if the parcel the user was sitting on was an INACTIVE parcel. Latest update fixes this issue.

10/22/08    In the Split/Combine Tool the system was not allocating the Values to the Child Parcel when the Parent parcel had the same Current and Previous Assessed values. The system would perform the split and create the Child parcels but was not allocating the values to the child parcels. Latest update corrects this issue.

09/18/08    There was a calculation bug in the Commercial Building section for the occupancy RESIDENTIAL GARAGES. If a user had entered an adjustment to the Base Rate $/Sq.Ft. Adj. The system was not adjusting the base rate for that occupancy. If no adjustment to the base rate was entered the rate was correct. The correction is in the latest update but only takes affect for 2009 databases and beyond and if the STC Cost Manual is set to 2003 w/2008 Corrections.

09/10/08    There was a few minor changes to the Standard ASCII Export file structure in the Assessing app. A couple of new fields were added to the Export. The Appeal types for MBOR/Adjustments were added to the file. With the latest update and having the CHANGE/BOR REASONS CODE toggled in the Choose Fields to import this will also import any Appeal Types that were entered in the MBOR/ADJUSTMENT cells.

09/05/08    A new cell was added to the Tax Billing Screen called OPRA Frozen $. This works with the OPRA Frozen & OPRA Rehab classifications only.

For a Frozen-OPRA, if a user chooses, he will enter in the OPRA frozen taxable value, this will basically "override" the taxable to the amount that is entered. If the user doesn't enter anything, the system will automatically check for zero value in this cell and use the existing frozen taxable value.

For a rehab class, the user will enter the frozen portion of the OPRA and the system will simply calculate the rehabbed taxable value based on the taxable value of the improvement minus the Frozen amount entered in Tax Billing (no land or pp values should be on this parcel since they are assessed on the ad-valorem roll).

09/05/08    The area multiplier for Garage, Service Station, Food Booth occupancy was incorrectly being applied. This has been fixed. This correction will be for 2009 databases and beyond and using the 2003 w/2008 corrections cost manual.

08/22/08    A display change was made to the Assessing system so that a parcel that is in a CFR/CFA property Class type

            it does not display in the current year detail an Assessed or Taxable value. By default these values do not get reported on any reports in the system (Ad-valorem or Special Act). The change is simply a display change and does not affect any totals in the system.

08/20/08    The L-4047 report had a display bug on the report. The report was displaying the CLASS CODE of the last class of property that the user was on within the system. Report was updated so that the class code is displaying the code of the class the L-4047 was run for within Program Management.

08/12/08    There was a bug in the Assessing system for the fields (Mm1_TaxpayerCityState and Mm1_PropertyCityState)when the Zip code was a 5-4 Zip code. The system was truncating the last character on the report. The latest version has increased the size of the field length for these fields but if there are any existing reports that had these fields in them those fields will have to be deleted from the report and then re-added.

08/06/08    Due to some changes to the PRE for the Conditional Rescinds in late May some of the Change Notice Forms were not reporting the PRE/MBT information correctly on those forms (Change Notice Laser/Change Notice Leasehold and the Change Notice Change In Taxes.) The lastest update has the appropriate changes to these forms so the PRE/MBT/Qualified Ag and Qualified Forest are displaying correctly.

03/03/08    The Assessment Roll Certificate (IFT) report was not including all of the parcels flagged as being in an IFT. There were several new options added to the classification list in the Tax Billing Info screen and these new options were not being included in that report. That report will now include any parcel flagged in the tax billing info screen as an IFT.

02/28/08    A couple of new fields were added to the property Class report that is printed from the Property Class Setup window in Program management. The new fields added to the report are: 1) Exclude from Equalization, 2) If excluded, enter TCV and 3) Act 415 use.

02/18/08    The L-4028 report under Equalization Reports was incorrectly displaying the LOSSES. The total LOSSES displayed for the entire County database was correct but the breakdown for the Townships/Villages/Cities was not correct.

02/13/08    The latest update that was distributed – the “February 2008 Update” – contains a program bug that may effect your L-4022 AV Report.  This will need to be corrected before you submit your MBOR numbers to your Equalization Department. The problem occurs in Municipalities that use an “Exempt Class” for 2008.  If you use the “Taxable Status” field to manage your exempt properties no program update is necessary. If you have properties that are going to exempt for 2008, and you use an “Exempt Class” an update is necessary. The error occurs when printing the L-4022 (AV) since the program fails to include the “Equalization Loss.”  The “Loss” amount properly shows in the “2008 Calculation Detail,” however, the amount is not stated on the L-4022. The problem is evident when you run the report since it will note a cross-foot error since the total will not balance. Please note: the Loss is properly reported on the L-4023. To correct this problem you will need to install an update if your program version date is prior to February 13, 2008 and you have parcels going to exempt for 2008. Please download the latest version from BS&A Software's website or call 517-641-8900 and ask for an update to be mailed to you.  The February mass update also had an issue in the MISC/STATS report in reporting the SEV times PRE numbers. The new MBT parcels were not reporting in the PRE/MBT totals. They were reporting correctly in the PRE times Taxable section of the report.

02/05/08    A new option was added to the system to allow those users that display their data on the web to prevent certain sections pictures from displaying on the web. In Program Management under Accessory Programs/Attachment Security. By toggling an option in this section NO PICTURES within that section will display on the IS (web service).

01/29/08    A mass update was mailed to all customers with several very important changes to the Assessing system. One change from the STC that will NOT be in the Assessing system is in the Personal Property section under Table L (Cellular Equipment Form 4452). The STC added an additional year to the existing table. To add an additional year to the table it would require a data conversion to all databases. Because of the time of year this was not an option and therefore form 4452 does not match the STC’s form for this Assessment year. Those users that have Cellular Equipment (form 4452) and equipment is reported in the PRIOR line of that table (the .04 depreciation) they will have to do a hand calculation on those and override the value on that parcel.

01/25/08    There was a bug in the pricing/rate for Metal Bins in the Agricultural Building section. The calculation for the bushels was wrong. To calculate the amount of bushels is as follows: 1 bushel equals 1.2445 cubic feet so you calculate the cubic feet of the structure and then divide by 1.2445. The calculation divides by 3 (as in 1 bushel equals 3 cubic feet).  The system was multiplying by 3 instead of dividing causing an incorrect rate/amount of bushels.

01/23/08    There was a bug in the Import process when importing the Current values and a partial transfer had taken place. The import was incorrectly importing the cap value and when a partial transfer had taken place the Taxable value was not matching the taxable from the data of the export. For certain parcels the system would only print a BLANK page instead of the actual Personal Property statement. These parcels have some “junk” statements on them that need to be removed. If you have a good backup of the database download the latest update and then run the Utility/Support Utilities/Remove Widowed Records utility. This utility will automatically look for and remove these “junk” personal property records.

12/10/07    Due to Bulletin 7 of 2007 both Commercial Personal and Industrial Personal property classes will now be treated with the “homestead” group that receives full or partial “principal residence” or ”qualified agricultural” exemption. Both Commercial personal property and industrial personal property taxable values will no longer be reported in the “non homestead” group but will be included in the “homestead group”.

 

12/05/07    There was a bug in the printout of the L-4031 form for prior year adjustments not printing the Comments on the form. This was only an issue when entering an adjustment for the 3rd or 4th years (In a 2008 database entering an adjustment in the years 2006 or 2005.) If the user entered the comment and escaped out of the Detail screen and then went back in to print the L-4031 the comment did then print. This bug has been resolved.

By setting this field on those parcels this information is now included in the ASCII EXPORT and can be IMPORTED into the Tax system to track these.

This option should be the manual that is used for all databases for the year 2008 and beyond. Once the database has been rolled over to 2008 those users that either used the 2003 STC Cost manual in 2007 or plan on using the 2003 manual for the 2008 Tax year will want to set the Cost Manual to the new option 2003 w/2007 Corrections.

Once the latest update is loaded the counties will need to set the FREEZE option to FREEZE MBOR VALUES and re-import the local units export again.

03/14/07    There was a calculation bug in the 2003 STC cost manuals when pricing out GAZEBOS from the LAND IMPROVEMENT SECTION. The system was incorrectly using rates per square footage instead of a flat per unit rate. This pricing bug could potentially cause a big change in value. For example if a user entered 100 square feet the system is now going to price out 100 gazebos as the rates in the manual are per unit not per square feet. There is an option in the POSSIBLE CALC REPORT that looks for GAZEBOS with a number greater than 4 in that cell.

            EXEMPTION data entry at the MBOR. For those users that have

            Their values on OVER-RIDE the system now automatically changes the ORIGINAL over-ride value that was on the parcel to the corrected MBOR value. With poverty exemptions however since these values come back on the roll the following year the user needs to toggle the MBOR occurred option and then toggle the POVERTY EXEMPTION option BEFORE changing the values. Doing this will prevent the system from changing the original over-ride value that was on the parcel. For those users that do not have over-rides on their parcels this change will NOT affect you.

            at the March Board of Review. Even though the Assessors

            values were frozen if a change was entered in the Personal

            Property Statement the Assessors NEW/ADDITIONS/LOSS/LOSSES were not being retained. The system was incorrectly

            Re-calculating those frozen Assessors numbers. This would only affect the printing of the L-4035 A form.

            in that it was displaying on BLL parcels that the parcel

            is Ad-Valorem Roll Real but has no land value. These have

02/20/07    There was a display bug when indexing by Mail-To Zip Code

            and setting a BLOCK on a group of parcels. The system was

            not displaying the block properly. It would have a few

            parcels in RED as being blocked and then an open area

            and then a few more parcels would appear as being blocked.

            Incorrectly the system was setting the block on the correct

            Group of parcels.

            NAME EXTRA entered in the TAXPAYER portion of the NAME/

02/20/07    A change was made to the system in JANUARY for those

            municipalities that have parcels with OVER-RIDE values

            and entering MBOR changes. When an MBOR change is entered

            in the system and that parcel has an over-ride Assessed

            value on it the system will automatically change the

            OVER-RIDE ASSESSED value to the MBOR change.

The new name for the special population is Renaissance Zone (Ad-Valorem) and this will include the following REZ types: RZ - Ren Zone, Tool & Die Ren Zone, RZ - 25-75%, Tool & Die Ren Zone 25-75%. There is still the REZ Special Population option that includes ALL REZ parcels but the new name for that is RENAISSANCE ZONE PARCELS (ALL).

Previously when a user indexed or used a special population for these adjustments the system would only include those parcels that were adjusted in the first previous year detail (2006 in a 2007 database.) Any parcel that had an adjustment in PAST years at the CURRENT JBOR/DBOR/STC or MTT would not be included in the INDEX or SPECIAL POPULATION. The system now looks through ALL past years adjustment screens and the DATE as to weather it is included. A WRITE FLOATING VALUES will have to be run after this update to assure this change is accurate.

12/14/06    There have been some fixes/enhancements to the BOR NOTICE in the PRINT portion of the system. The special populations were not working properly. There is now a new option to enter the YEAR of the ADJUSTMENT along with the TYPE of adjustment. By doing so the system will pull the appropriate adjustment and the year.
