Calculation Changes
-  The scheduled 5/15/2022 update will contain the updated Localization factors from Marshall & Swift | CoreLogic. After installing the scheduled 05/15/2022 update, a Write Floating Values MUST be performed for All Records in the 2023 Database in order for the updated Localization Factors to be included in the Calculations.

-  Added Income table to display Income Capitalization information.
Reporting
-  Some changes to the Custom Sales Import for Macomb County. Invalid Sale dates are now reporting on the Import Report that is generated at the end of the Macomb County Sale Import.

-  The Conservation Easement Field has been added/included in the Sales Search and Analysis (Sales Data Dump.)
-  Added the ability to Index the database by the PREVIOUS TAXABLE STATUS when on the Parcel Table view.
-  Added the ability to Import the current or the previous taxable status of a parcel.
Reporting
-  Add PRE and Non-PRE millage rates to the School District Listing report found under the print button located at Program Setup ~ School Districts.

-  Per CAMA data standards and what was approved at the stc meeting.A new option was added to the sales verification list. The option MLS was added... this stands for Multiple Listing Service.
-  CAMA data standards change within the SALES TERMS options. Per this request the option sales, terms, 09- Family Sale was changed to ‘Family’ because many of those transactions are not sales.

-  There was an issue in the MEG export of the JSON file where in some cases the export was $1 off the L-4018 report that was ran out of the system.
Reporting
-  When a user ran a 4018 from the county unit with the Generate entire county total option checked. Once the report is complete, it was clearing out the village revenue share codes. It works fine without the option checked.

Calculation Changes
-  At their meeting on November 16th of 2021, the State Tax Commision approved the release of Bulletin 15 of 2021, setting forth the Inflation Rate Multiplier for 2022. Assessing .NET's scheduled update on 12/01/2021 will hard-code the Inflation Rate Multiplier into the system; Users do not have to hand-enter the Inflation Rate Multiplier into the system; rather, just be sure to install the 12/01/2021 update.
-  The updated Multiplier Tables for the valuation of free standing communication towers within Personal Property have been updated.
Other
-  There were some additional changes/corrections to Oakland Counties Percent Change Recap Report.

-  Due to the changes with the CAMA Data Standards the Custom Export - CFR- Commercial Forest Export to State wasn't working properly. The appropriate changes have been made so that those CFR parcels are being exported.
-  Oakland County Percent Change Recap Report has been updated to include the new lines for CAMA classes 207/307/407 and 408.

-  A change was made to the label of the Equalization Reporting Tool located under Utilities. It is now labeled Equalization/Meg Reporting Tool.

-  The updated Personal Property forms have been added to the system with the changes from the State.
Program Security
-  There was an issue with the CVT security for Oakland County. It was discovered that users are able to update names and addresses upon manual entry of a sale. After the user enters the Grantor/Grantee/Secondary Grantee, a Question window is presented “Copy to Owner Name Extra?” and “Would you like to edit Name and Address information now?”. Thus, allowing changes to the name fields. As per the Oakland County model/permissions, Owner Name and Address information comes from our Land and Address Management System (LAMS) and should not be able to be updated directly in the BS&A application.

-  Within the Modify Parcel Number Utility, a new option was added that allows users to switch their Parcel Number Formats. This new option is designed to allow users to modify existing parcels actual formats. For Example, if the existing parcel number format was ##-##-##-##### it could be modified to ##-##-##-##-###. As always with this utility, you should make a good recent backup prior to running.

-  A custom Sale Import has been added to the System for Macomb County. The Import is located under File/Import/Custom Import/Macomb County Sale Import.
-  Per Macomb County's request a custom Import has been written to allow a Direct Import into Assessing from the DLQ Tax System. BS&A EXPORT/IMPORT REQUIREMENTS 1. Create an export from the Delq. Tax program to export the following fields: a. Parcel Number b. School District c. Property Address 2. Create an import into Assessing to that will add the parcels and the fields from the Delq Tax export along with the following defaults on the new parcels: a. Rec. Status = Active b. Tax Status = TAXABLE c. Prev Tax Status = TAXABLE d. Current Class = 002 e. Previous Class = 002 f. School (Imported) g. ECF Neigh = DEFLT

-  There was a display issue within the ASCII Import screen where the 'When Importing'options weren't displaying correctly. They were incorrectly displaying the Import Report Options setting. The scheduled 8/15/2021 update corrects this display issue.

-  Within the Tax Info Tab the Classification option of CRA/CFT-FZN Ad Val Rates PA210PA255 weren't correctly reporting/being included when the Special Population was set to CFT/IFT Parcels Only.

-  The Taxable Status option for Housing projects is 125.1415a but had a typo within the software labling it incorrectly as 124.1415a. That typo has been corrected.
New Features
-  The user now has the ability to DEFAULT the Terms of Sale/Instrument/Verified By fields for new Sales that are added. Under Program Setup/My Settings/My Preferences there is a toggle for Auto Fill Sale Fields with initial values (Terms, Instruments, Verified By) as well as those 3 cells so the user can select those Defaults once a new Sale is added.
Other
-  Per the request of Kent County the Custom Export (REGIS EXPORT) will now only contain ACTIVE parcels.
-  For those parcels that are identified within the PRE screen as a Qualified Forest PA 42 or a Qualified Forest PA 42/PRE when a new Sale is entered the user will now receive an additional prompt if they select to RESCIND the PRE verifying that a recorded recission has been received by the Assessor before removing the Current PRE.
-  The Property Class Type as well as the Act 415 (Building on Leased Land) cells for all property classes will now automatically default to each appropriate option. Users will no longer be able to change the Property Class Type or the Act 415 cell. Per the CAMA Data Standards from the State these options are no longer editable.
Reporting
-  Both the County and Local PRE DENIAL forms have been updated with the latest changes from the State.
-  The option to dump the Simple List report to a CSV File has been added. When setting the Destination of the report the new option of SPREADSHEET is now available for this report.
-  Both the current and previous Taxable Status has been added to the Real Estate Summary Printout.
-  When using the Sales Search and Analysis and perfroming the Land Analysis a column was added to the spreadsheet to identify the Current Class on the report.
-  Under Assessing Reports there was a typo that was corrected on the Unit/School/Class Summary Report.

-  A new option was added to the Public Improvements/Topography section of the software for users to identify those properties that have Lead Water Leads/pipes.

-  Per the request of Oakland County they would like a change to the Custom Import -Oakland County (Sales Import) so that the VERIFIED BY in the SALES DEFAULTS to NOT VERIFIED.
Reporting
-  There was an out of Memory Error users could run into when running an ECF analysis if it was run on several hundred ECF neighborhoods.

Calculation Changes
-  The scheduled June 1st 2021 Update contains the new MMSSVP Multipliers for use in calculating the 2022 Assessments. It is recommended that after performing the June 1st scheduled update that a Write Floating Values is performed for All Records. Just a reminder that the MMSVP Multipliers used in the MMSVP Calculation Tool are NOT the same as the published County Multipliers from the State. The published County Multipliers from the State would only be used if the user was trying to manually/hand calculate a value using the published rates from the 2014 hard copy of the STC Cost Manual.
New Features
-  After further discussion with the State 2 additional choices were added to the Taxable Status list. The 2 new options are 124.1415a Exemption form Housing Projects as well as 211.7d Elderly or Disabled Housing.
